Many people choose to live here after visiting as a tourist.  Living in a lower gravity environment has its benefits.   Many come here for jobs or business opportunities.  This is a very tight-nit community, which most people here really enjoy.  Many residents remark that the cooperation among the full-time residents needed for survival offers residents that greater sense of belonging and willingness to help one another.  

This page offers information to the residents.  Certainly, tourists are welcome to explore this page if interested in Seleneca, and getting a greater understanding about life on the Moon.

Public Utilities & Bills/Bill Payments​

The Municipality of Seleneca provides electrical, telecom, water, and recycling services for a fee.  They come in combined bill that is due to be paid on the 15th of each month.  Failure to pay can lead to fines and ultimately banishment, the same punishment for most other crimes.

Domestic Farms

Farms or gardens managed by individuals throughout Seleneca is encouraged.  Most people use the cellars beneath their dwellings for hydroponic gardens, or they may have arranged access to the cellar of a neighboring building.  Anyone who has not begun or who has not inherited the necessary setups can contact the City’s Office of Food Production for assistance acquiring the necessary equipment and installation as required.  If lighting is needed the representative from Food will coordinate with the Office of Energy & Light.

There are no required permits to have a domestic farm, but the Office of Food Production asks that you register with them for future information and supply distribution, and to know who to contact in cases of emergency that can threaten the overall food supply. 

Gardening is a popular pastime in Seleneca for most of us.  The experience of seeing plants grow is extremely satisfying in a world where humans, animals, and plants must live indoors. Although there are larger municipal farms, the personal gardens can offset the cost of food for their owners and managers, plus increase the size of the collective harvest.  And it is a great family activity for all ages.  Since there are no specific growing seasons here on the moon, we can always be assured that something will be “in season.”

 Some residents have taken this pastime and put it to work.  Some have rented space from the Office of Food Production in the municipal farms, and some have done so to grow specific crops such as the increasing number of local distillers.

Recycling and Collection

The City’s Office of Waters & Waste manages the collection of all discarded liquids and solids, as well as provide the city with potable water.  All grey water and brown waters are collected through the plumbing of each building and sent via drainage pipes located in the street tunnels to the central processing station in the sub-levels underneath our Central Park Dome. 

 In the cellar of each building there are two compactors.  One for household inert items being disposed of, and another for organic trash, such left over food and clippings from the gardens or flower beds.  Anything that is too large for the compactors, must be tagged and placed by the door inside the cellar that leads to the street tunnel.  Pickups come from the street tunnels.  The general public is not allowed within them.

For any large bulky items, like appliances or furniture, please contact the Office of Waters and Waste to arrange for a pickup.  Those normally take place via the street unless the item(s) being removed originated from the cellar.  For tree trimming or removal in private courtyards, please call the Office of Facilities Management.

Taxes and Municipal Fines

To some Seleneca is a state of mind.  To others it is a machine that we live inside of. To most, they just love living here.  But it does cost money to run and maintain this place, our habitat.

Income Tax

Anyone who earns income in Seleneca must pay taxes, except for those older than 145 years of age.  That includes Visitors who earn income  as well as Residents In-Waiting and Citizens. Typical tourists do not have a problem since they are not normally working here.   The good news is that the tax is a flat amount based on percentage of income.  There are no deductions, no special exceptions, except for residents above 145 years.  Every taxpayer has the same rate, no matter what their situation.  The tax return is a one-page form on the internet.  Payments are made electronically.

Withholdings

Most local employers withhold taxes.  It is not common, but some taxpayers might receive a refund, while others may owe.  Commercial enterprises are taxed on a fixed rate as well, slightly higher than for residents. The tax rate changes from year to year based on changes from the City’s expenses.  The tax rate is established on July 1st of each year for the next year.  It rarely fluctuates by more than 3 percent. Taxes are due on March 15 for the calendar year prior.  Most other taxes are built into the services, such as for utilities.

Fines & Penalties 

Failure to pay taxes will result in arrest, and a fine will be due before being released from the holding cell.  Failure to pay the fine may lead to banishment.  The Muni is reasonable to work out a payment plan but will not be patient beyond that.

Application Process for Residency & Citizenship
The Lunar City Of Seleneca

Official residency is not required for persons living at Seleneca.  Often people are only here for a short period of time. Your official status, controlled by the Seleneca Police and Justice Department, Office of Justice, is recorded to your ID.  Status levels include:

VISITOR

Tourists and short-term residents are given the status of Visitor.   There are no time limits to the length of time a Visitor can remain at Seleneca.  There is also no special diplomatic status or immunity.  Seleneca is independent from foreign nations or corporations. Everyone is required to live by our municipal laws and follow our Code of Being, that establishes rules for our behavior with others.  Everyone’s survival here depends on the compassion and consideration for others.  Payment of Income tax is required of all visitors who are earning income from lunar business during their stay in Seleneca.  For most tourists, this is not a concern.

RESIDENT in WAITING

This status is for those who have begun the application process for citizenship.  Typically it goes quickly, based on the length of time for background checks, and the amount of time spent at Seleneca to-date.

CITIZEN

This status is for those who have begun the application process for citizenship.  Typically it goes quickly, based on the length of time for background checks, and the amount of time spent at Seleneca to-date.

Anyone may apply for residency who meets at least one of the following requirements:

Those who have lived in Seleneca for at least 6 months continuously within the previous 5 years,

2

Those who have an immediate family member who has lived in Seleneca for at least 6 months within the previous 5 years and will be living with that person, and

3

Those seeking political asylum from another nation and who can sufficiently prove that their life was in danger.

The process normally follows this sequence:

Applicant completes and submits form A1, Application for Resident In-Waiting. (located below, and can be submitted from this webpage.)

The Office of Justice accepts the application and changes the applicant’s status from Visitor to Resident In-waiting.

The Office of Justice reviews the form that you submitted, compares it with their records, conducts a background search, and then either sends a denial letter, or schedules an in-person interview. The normal processing time for this takes two to four months.

Following the interview, if the applicant passes, an appointment will be scheduled for the applicant to appear before the Panel of Judges.

Upon their final approval, the applicant will be sworn-in as a Citizen by pledging the Seleneca Oath of Allegiance, and renouncing any loyalties to your former nation.  This can occur immediately or at a separate ceremony.

  1. Remember that everyone was born into our solar system in the same manner. Everyone must be treated equally and fairly and with the same respect.
  2. Everyone is entitled to privacy within their own personal living spaces.
  3. One individual’s dangerous behavior is a risk to the lives of all. Everyone is required to pay attention to look for signs of that risk in themselves and others.
  4. No one has the right to inflict physical or mental harm to another.
  5. Acknowledge that we humans have emotions and they trigger conflicts.  We must stay aware of our own emotions and the feelings of those around us.
  6. Everyone must accept that some humans unknowingly do things that annoy other humans.  When confronted by someone who is annoying you, acknowledge it, mention it, and if it doesn’t stop, accept it as part of who that person is.  Then declare to yourself that that is all that it is, and carry on.  
  7. Acknowledge that everyone has strengths and weaknesses and for the sake of progress, allow the collective strengths to combine to move forward.
  8. Extract positive lessons from any past negative experiences; do not let them repeat.  Coming to Seleneca is often cited as a way “to start over.” You must pack light to come here; do the same with your emotional baggage as well. 
  9. Do not attack or challenge someone’s faith or belief system because it is the same as attacking them.  One’s faith is part of his, hers, or their personal recipe for success in life.
  10. Do not use your own faith or belief system as a justification to harm others.
  11. Any perception of harm is defined by the recipient, not by the accused aggressor.  Let the judge or mediator decide on punishment or steps to resolution.
  12. Each day, do not forget to pause, look around, and marvel at the joy and accomplishments of others around you and those that came before you.
